Yes.

Not through Descent3 itself, but using other programs.  Ventrilo and Teamspeak seem to be the most popular.  The DescentBB.net runs a Teamspeak server, and other groups of people have their own voice servers running.

To start, you might look into open servers.  There are also some private groups that invite people on an individual basis to their voice server.  Just ask around.  :)
