I had a picture like this before. I have no idea what what goes on. Something to do with loading the level, but....

I'm not sure what you mean, unless the level was modded.
And I'm not sure what "overcharging" is supposed to mean.

I have a couple of good pictures (especially of GroupC3) but I'll give this one at least a week...

You should know that Group C is known for some weapons fire objects are sometimes swapped out for Pyros. Same thing here. I think there are transparent and non-solid objects in that energy center that got swapped.

I think you cannot load another level prior to playing this level.
Nor can you continue from a saved game on this level without starting it from the beginning first.

I know that, and you're right, it only happens when you start or join a Group C game after already playing it without closing D3.
